1. Pass Mental Health Reform,now!
2. Include criminal justice mental health provisions from Sen. Cornyn's Mental Health and Safe Communities Act (S2002).
3. Add provisions to require an HHS (Health and Human Services) HIPAA rulemaking with public comment.
4. Create a new Assistant Secretary of Mental Health and Substance Use at SAMHSA.
